No. This pricing matrix covers the full production software implementation that builds upon the previously contracted interactive prototype/demo phase. This document details the granular costs to turn the approved prototype into a secure, production-ready enterprise platform.
The full candidate journey is three connected stages:
Stage 1 — Dashboard: The candidate registers and uploads their documents (TOR, Diploma, NBI, etc.). The Eligibility Engine automatically checks their qualifications and assigns them to the exam.
Stage 2 — Web Platform Assessment: The candidate completes the 25-Question written exam followed by a 5-minute automated video interview. The NLP Engine scores their grammar, communication, confidence, and professionalism automatically.
Stage 3 — VR Platform: The candidate enters a 360°/3D tourism environment and delivers a 10-minute mock guided tour. Their voice and performance are recorded and piped back to the NLP Engine for scoring. A DOT examiner can drop in as an avatar to observe in real-time. The final score is automatically sent back to the Dashboard.
If selecting Path 1, we leverage Cloudflare for Government to provide enterprise-grade Web Application Firewalls (WAF), DDoS mitigation, and Regional Services ensuring data is processed only within approved geographic jurisdictions. Internally, all Applicant PII is encrypted at rest (AES-256) and in transit (TLS 1.3), utilizing isolated database schemas.
The Local Hardware (Path 2) provides absolute data sovereignty. Because the servers are physically installed inside the DOT facility, applicant data never leaves the building. This instantly satisfies strict government data localization laws without requiring expensive ongoing Cloudflare Gov-tier compliance fees.
Hardware: Two High-Availability server nodes (Dual 16-Core CPUs, GPUs, 128GB RAM, 4TB NVMe SSDs per node).
Network: 10 Gbps internal backbone with a dedicated, symmetric 1+ Gbps fiber line.

The tourism environments are built in Unreal Engine 5 (UE5) — the same professional game engine used in major film and simulation productions. These UE5 environments are then made accessible to candidates via a web-based Digital Twin viewer, meaning candidates can see, explore, and experience the full 3D tourism environment directly from a standard web browser (Chrome, Edge, Safari) on any desktop or laptop — no VR headset or software installation required.
The candidate delivers a guided tour narration inside the Digital Twin environment for 10 minutes. Their voice and movement data are recorded and sent to the NLP Scoring Engine for automated assessment. Simultaneously, DOT examiners can "drop in" via the same web-based Digital Twin to observe the candidate's tour in real-time.
All modules are built in overlapping parallel sprints. Total delivery from signed contract to production-ready handover is approximately 8 months.
