TOTAL SOFTWARE DEVELOPMENT (INITIAL CAPEX) $220,000.00 USD
DEPLOYMENT & INFRASTRUCTURE OPTIONS

To comply with Philippine data privacy laws (RA 10173 and EO 119), the software platform must be deployed using one of the following two infrastructure strategies. Both options support the core $220,000 software suite above.

Option A: Fully Cloud-Hosted (Cloudflare Gov Tier)

This option runs the entire platform in the cloud using Cloudflare Enterprise with Regional Services to legally fence the data within approved geographic jurisdictions. There is an additional one-time $30,000 cloud architecture setup fee to configure the backend schemas and WAF.

Initial Setup Fee $30,000 One-time configuration of the Cloudflare WAF, DDoS mitigation, and AES-256 data residency schemas.
Annual Cloud SLA & Licensing $72,000/yr Includes the passthrough cost of the Cloudflare Enterprise Gov license, dedicated cloud compute hosting for the NLP/VR engines, 99.9% uptime guarantee, and 24/7 priority support.
OPTION A: GRAND TOTAL (Software + Cloud Setup) $250,000.00 USD (Plus $72k/yr SLA)

Option B: Local On-Premise Hosting (Physical Hardware)

If the DOT requires 100% data sovereignty completely disconnected from the public cloud, we will deploy the software on physical enterprise servers installed directly at the DOT facility. This provides absolute RA 10173 compliance without ongoing Cloudflare Gov-tier licensing fees.

Enterprise High-Availability Server Nodes (x2) $28,000 2x physical server units (Dual 16-Core CPUs, GPUs, 128GB RAM) for primary/failover.
Local Firewalls & Physical Installation $27,000 Hardware firewall appliances, 10Gbps backbone, physical racking, OS install, and network integration.
Encryption & Data Residency Architecture $20,000 Implementation of AES-256 local encryption and isolated schemas.
Annual Local Maintenance SLA $12,000/yr Ongoing hardware monitoring, local security patching, and onsite technical support ($1k/mo).
OPTION B: GRAND TOTAL (Software + Hardware) $295,000.00 USD (Plus $12k/yr SLA)
Note (Zero-Markup Passthrough): The $75,000 hardware procurement and on-site physical installation are direct hard costs. These are procured via local Philippine hardware vendors/integrators as a direct passthrough (no agency markup applied).

Infrastructure & Clarifications (Q&A)

1. Does this pricing include the Phase 1 Interactive Demo?

No. This pricing matrix covers the full production software implementation that builds upon the previously contracted interactive prototype/demo phase. This document details the granular costs to turn the approved prototype into a secure, production-ready enterprise platform.

2. How does the system work end-to-end for a candidate?

The full candidate journey is three connected stages:

Stage 1 — Dashboard: The candidate registers and uploads their documents (TOR, Diploma, NBI, etc.). The Eligibility Engine automatically checks their qualifications and assigns them to the exam.

Stage 2 — Web Platform Assessment: The candidate completes the 25-Question written exam followed by a 5-minute automated video interview. The NLP Engine scores their grammar, communication, confidence, and professionalism automatically.

Stage 3 — VR Platform: The candidate enters a 360°/3D tourism environment and delivers a 10-minute mock guided tour. Their voice and performance are recorded and piped back to the NLP Engine for scoring. A DOT examiner can drop in as an avatar to observe in real-time. The final score is automatically sent back to the Dashboard.

3. How is Government-Grade Cloud Security achieved (Path 1)?

If selecting Path 1, we leverage Cloudflare for Government to provide enterprise-grade Web Application Firewalls (WAF), DDoS mitigation, and Regional Services ensuring data is processed only within approved geographic jurisdictions. Internally, all Applicant PII is encrypted at rest (AES-256) and in transit (TLS 1.3), utilizing isolated database schemas.

4. How does the Local On-Premise setup provide Security (Path 2)?

The Local Hardware (Path 2) provides absolute data sovereignty. Because the servers are physically installed inside the DOT facility, applicant data never leaves the building. This instantly satisfies strict government data localization laws without requiring expensive ongoing Cloudflare Gov-tier compliance fees.

Hardware: Two High-Availability server nodes (Dual 16-Core CPUs, GPUs, 128GB RAM, 4TB NVMe SSDs per node).
Network: 10 Gbps internal backbone with a dedicated, symmetric 1+ Gbps fiber line.
Security: Physical hardware firewalls, dedicated DMZ for the public applicant portal, and local backup arrays.

5. How does the 360°/3D VR module work without a VR headset?

The tourism environments are built in Unreal Engine 5 (UE5) — the same professional game engine used in major film and simulation productions. These UE5 environments are then made accessible to candidates via a web-based Digital Twin viewer, meaning candidates can see, explore, and experience the full 3D tourism environment directly from a standard web browser (Chrome, Edge, Safari) on any desktop or laptop — no VR headset or software installation required.

The candidate delivers a guided tour narration inside the Digital Twin environment for 10 minutes. Their voice and movement data are recorded and sent to the NLP Scoring Engine for automated assessment. Simultaneously, DOT examiners can "drop in" via the same web-based Digital Twin to observe the candidate's tour in real-time.
